[Phase-Free, Proactive Disaster Preparedness]
Amid a series of disasters across the country—including a magnitude 7 earthquake that struck Kumamoto Prefecture on July 28, 2026—the government has enacted legislation to establish the Disaster Management Agency to promote proactive disaster preparedness. To promote the “Phase-Free” concept—which aims to break down the barriers between “everyday life” and “disaster response” to reduce damage during disasters—the government has been holding expert panel meetings since June 2026. Phase-Free is also known as “disaster preparedness without stockpiling.”
[Forgotten on a train, bitten by a dog—damage and loss of dentures are common even in daily life]
Omamori Dentures Co., Ltd., which operates a dental laboratory in Sapporo, is rolling out a free cloud-based denture data storage service nationwide called “Denture Bank,” which allows users to quickly have an exact replica of their current dentures made in the event of an emergency. Within three and a half years of its launch, the number of dentures stored has exceeded 670, and the service continues to expand.

Dentures Torn to Shreds by a Dog
The Denture Bank service involves 3D-scanning your current dentures during normal times to create a digital model, which is then stored in the cloud free of charge. Typically, having new dentures made requires multiple visits to the dentist and takes two to three months. By storing your data with the Denture Bank, new dentures can be ready in about one week when needed. The system is set up to replicate new dentures within a few days in the event of disasters such as earthquakes or heavy rains. Since dentures can be damaged if they fall out during daily life or lost due to dementia or simply being misplaced, storing your data with the Denture Bank serves as a precaution for both everyday life and emergencies.

How Data Is Stored
Some users have commented: “I’ve left my dentures on the train so many times before, and it was a hassle to have new ones made each time. Now that I’ve stored my data with the Denture Bank, I feel at ease.” “Once, my dog chewed up my dentures, breaking them into pieces. They repaired the broken parts for me, then used a 3D scan to create a new set. That really made me realize you never know what might happen.”
[The process takes about 30 minutes; the service is provided free of charge during large-scale disasters]
The procedure involves dropping off your dentures at a partner dental clinic, where they are cleaned with an ultrasonic device, 3D-scanned, and the data is stored in the cloud before being returned to you; the entire process takes about 30 minutes. If there is no partner clinic nearby, you can also submit your dentures by mail.Data is simultaneously stored across three servers—two in Japan and one overseas—so if your regular dental clinic is affected by a disaster, another partner clinic can retrieve and replicate the data.If you evacuate to a shelter or a relative’s home, you can have your dentures shipped to a designated location. Using the app, your relatives can access the stored data, allowing them to request new dentures on your behalf in an emergency. While there is typically a fee to have new dentures made based on the stored data, this service is provided free of charge during large-scale disasters, eliminating any financial burden for disaster victims.

[From an In-House Initiative to a Nationwide Expansion]
We began storing data at our own affiliated clinics in February 2021.Drawing on lessons from the Great East Japan Earthquake, we launched free cloud storage as soon as the digitization of dentures became feasible. In February 2023, we began partnering with dental clinics nationwide under the name “Denture Bank,” and currently, 18 dental clinics across the country are participating. This marks the first time in Japan that dental clinics in various regions are collaborating beyond the boundaries of their local areas and their own corporate groups.
A Message from the CEO: “Traditional denture fabrication takes time and effort. During that period, patients cannot eat properly, leading to a decline in physical strength and an increased risk of illnesses such as aspiration pneumonia. Storing dentures in the cloud as part of daily life proves useful during disasters, serving as a convenient form of ‘preparedness without preparation’ that doesn’t require packing a disaster preparedness backpack.”

We regularly hold free denture consultation sessions at Asahikawa Station Plaza; the next session is scheduled for Thursday, August 27, 2026. We also plan to have a booth at the “Wednesday, What Do You Think? Festival 2026,” to be held at the Daiwa House Premist Dome in Sapporo from Friday, September 4, to Sunday, September 6.
