The revised Gyoseishoshi Scrivener Law, which will take effect in January 2026, clearly prohibits registered support organizations from receiving remuneration from organizations affiliated with specified skills under the guise of acting as an agent for residence applications. As a result, registered support organizations are under pressure to shift to a new business model that does not rely on "residence application agency.

In order for registered support agencies to continue to be selected in the future, the following are some of the issues that need to be addressed,

Advisory contract fee: 22,000 yen/month (tax included)

Free monitors: Available for a limited number of 5 institutions (contract period: 1 year)

According to the Ministry of Justice, as of January 29, 2026, there were 11,112 registered support agencies. Many of the agencies operate as sole proprietorships, and many registered support agencies do not have their own websites or information dissemination infrastructure.

This advisory contract system is expected to be utilized in practice as a new support model that enhances the intrinsic value of registered support organizations while utilizing IT in the environment after the implementation of the revised law.
