Kotobuki Seating Co. (Head Office: Chiyoda-ku, Tokyo; Representative Directors: Shigeyuki Fukazawa and Keiko Fukazawa) will publish a pamphlet, "Multifunctional Council Chambers: Mobile Furniture for Flattening Spaces," on July 3, 2025.
This pamphlet introduces examples of eight municipalities across Japan that are utilizing their council chambers for purposes other than council meetings. It also includes product lineups that support the use of council chambers.
We present new possibilities for the public space called "council chambers" and propose solutions that will help municipalities in urban development and disaster prevention.

Background of Pamphlet Publication
As issues surrounding local governments become more diverse, such as the declining birthrate, aging population, regional development, and disaster prevention, it is becoming increasingly important to create a town that people want to live in and visit.
Central to this is the way government buildings support the daily lives of citizens.
In recent years, there has been a growing trend to open up the halls, meeting rooms, and other facilities of city halls and town halls in order to increase contact with citizens. On the other hand, the "council chambers," which are considered the most prestigious spaces in government buildings, are often not used except for council meetings, and their occupancy rate has become an issue.
This is why attention is being focused on the multi-purpose use of the council chambers.
By becoming a place that is familiar to citizens on a daily basis, it will help foster a sense of attachment to and trust in the community, and will also contribute to strengthening its function as a base for disaster prevention.
In the event of a disaster, the facility must be flexible enough to be used as a command center or temporary evacuation center, so it is important to maintain the environment from normal times.

In this brochure, we redefined the potential of "council chambers" and focused on how to make effective use of space that has a limited number of operating days per year.
Based on actual examples from local governments, the following contents are introduced.
Examples of eight municipalities across Japan that are using their council chambers for multiple purposes
Introduction of products that support the creation of flexible spaces, such as movable furniture and flat spaces.
The "open council chambers" bring about a connection with citizens and improve the ability to respond to disasters.
The council chambers can function as a more open space without compromising their traditional role.
