This initiative was realized as the City of Osaka promotes the development of smoke-free facilities through ordinance revisions in anticipation of the Osaka-Kansai Expo to be held in 2025.

Q. How did you plan and introduce a large number of enclosed smoking areas in Osaka City?
In April 2007, Osaka City enacted the "Osaka City Ordinance on Prevention of Smoking on Streets" with the aim of ensuring a safe, secure, and comfortable living environment for its citizens, and has established an obligation to make efforts to prevent smoking on streets, parks, squares, and other public places. In addition, in areas where smoking on the streets is prohibited (currently 6 areas), smoking prevention advisors patrol the streets and collect a fine of 1,000 yen as a penalty if smoking on the streets is actually observed.
The hosting of the Osaka-Kansai Expo in 2025 is an important milestone for the city, which is aiming to become an international tourist city. The revised ordinance will go into effect on January 27, 2025.
In the revised ordinance, the phrase "establishment of separate smoking facilities" was added in order to clarify the representative measures that Osaka City should promote as necessary to prevent smoking on streets, which causes discomfort and burns from cigarette smoke, as well as the throwing away of cigarette butts. The installation of enclosed smoking areas will be a realization of Osaka City's responsibility to provide separate smoking and smoking facilities.

About the Smoking Container(R)
The "Smoking Container(R)" has the great advantage of shortening the construction period at the installation site because the container is installed on top of the foundation after the interior is finished. In the past, most outdoor smoking areas were separated by partitions, causing cigarette smoke and odors to flow out of the smoking area. In the case of the "Smoking Container(R)," the independent building eliminates contact between smokers and nonsmokers, helping to solve the problem of passive smoking.
Our "Smoking Container(R)" is being introduced mainly in the Kanto and Kansai regions, with a total of 73 locations (as of January 2025).
