The revision of the Road Traffic Law Enforcement Regulations made it mandatory for businesses with white license plates to conduct alcohol checks; from April 2022, they are required to visually check whether drivers are under the influence of alcohol and record whether they are under the influence of alcohol for one year. In December 2023, it became mandatory to use an alcohol detector to check for the presence or absence of alcohol intoxication, and to keep the alcohol detector in effect at all times.

The target businesses are those with five or more vehicles and those with one or more vehicles with a seating capacity of 11 or more passengers, and it is estimated that approximately 350,000 businesses and 8.08 million drivers under their control will be subject to this regulation in Japan (National Police Agency, March 2022), requiring many businesses to comply with the mandatory requirement.
