National Institute for Land and Infrastructure Management publishes a tool to estimate the costs and effectiveness of measures to deal with vacant houses. Separate tools are provided for municipalities and for owners of vacant houses.

National Institute for Land and Infrastructure Management (NILIM) of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has released (1) a method for estimating the costs and benefits of measures taken by municipalities to prevent vacant houses from becoming unmanageable and (2) a method for estimating the costs and benefits of measures taken by owners of vacant houses to manage and own their vacant houses, in order to strengthen measures to prevent vacant houses from becoming unmanageable. The report is available in Japanese only. It is hoped that this tool will be used by municipalities to consider and plan more appropriate measures for vacant houses, and by owners of vacant houses to consider and implement more appropriate management of vacant houses.
Background and Objectives
In Japan, the number of vacant houses is increasing while the population and households are decreasing. In addition, it is becoming increasingly difficult to keep up with the situation by only responding after the fact when vacant houses become unmanageable. In order to cope with this situation, it is important to strengthen measures to prevent vacant houses from becoming mismanaged from the standpoint of owners and municipalities.
For this reason, the National Institute of Land and Infrastructure Management (NILIM) has been conducting research to quantitatively understand the effects of preventive measures against the mismanagement of vacant houses, with the aim of presenting a technical basis for the promotion of preventive measures for the mismanagement of vacant houses by the national and municipal governments. The results of this research have been compiled into a National Institute of Land and Infrastructure Management (NILIM) report, and tools for estimating the costs and effects of measures for vacant houses have been made publicly available.
Outline of the National Institute of Land and Infrastructure Management (NILIM) data
Point (1): We have developed an estimation method and tool to compare the costs and benefits of municipal measures for vacant houses by scenario.
Point (2): We developed an estimation method and tool to compare the future costs of owner-occupied vacant houses by vacant house management scenario.
Point (3): A draft of the minimum management requirements to prevent vacant houses from becoming unmanageable was compiled.
Outline of the tool
The tool is divided into two types: a tool for municipalities to estimate the effects and costs of measures for vacant houses, and a tool for owners of vacant houses to estimate the costs of owning a vacant house.
The tool for municipalities can be used to estimate the costs and benefits of various measures taken by municipalities to address vacant houses.
The tool for owners of vacant houses can estimate the costs and benefits of managing and owning vacant houses.
Both tools run on Microsoft Excel and can be easily operated using pull-down menus.
